Dietary supplements

Each year, the market for dietary supplements grows as demand for a healthy lifestyle and health maintenance among consumers increases. Dietary supplements are considered to be non-harmful to the body and do not require medical consultation, with various supplements promoting gastrointestinal normalization, reducing drowsiness, and strengthening overall health. According to the current Law of Ukraine “On the Basic Principles and Requirements for the Safety and Quality of Food Products,” dietary supplements are regulated just like any other food product: bread, yogurt, meat, beverages, etc. In the European Union, dietary supplements are also considered a food product. There is no separate procedure for registering dietary supplements provided by either Ukrainian or European legislation.

To manufacture, import, and sell dietary supplements in Ukraine, it is necessary to comply with general food product requirements. The products must be safe for consumers, and appropriate sanitary measures must be followed during production. A significant advantage for trading dietary supplements is the lack of specific sales locations.

An additional requirement for manufacturers/suppliers of dietary supplements is mandatory registration of the production facility and an operational permit (in case of animal-derived tissues). Registration of the facility can be done through Diia or by sending a request to the State Service of Ukraine for Food Safety and Consumer Protection. All other measures are taken by market operators for precautionary purposes, including:

  • implementation of an HACCP system and possession of an ISO 22000 certificate
  • availability of a Health Certificate from the manufacturer
  • availability of a quality conclusion from an authorized institute

Dietary supplements can be sold in both pharmacies and regular supermarkets. Pharmacies often require health certificates or other documents to confirm the quality of the products. Additionally, it is important to check if the product’s composition complies with Ukrainian legislation, develop labeling (which can be a sticker), and provide accompanying documents (such as an insert leaflet, if applicable) in Ukrainian. Labeling should be developed in accordance with the Law of Ukraine “On Information for Consumers Regarding Food Products”, the Order of the Ministry of Health dated 15.05.2020 No. 1145, and other regulations.
